Google Panda is basically check the thin contents on the sites. Now it becomes officially one of the Google's core algorithm. Actually its not clear that when it happens.
Recently Jennifer Slegg posted a Google Panda Guide which was reviewed by Google PR Team. The Statement is "Panda is an algorithm that’s applied to sites overall and has become one of our core ranking signals. It measures the quality of a site, which you can read more about in our guidelines. Panda allows Google to take quality into account and adjust ranking accordingly."
After this Gary Illyes from Google tweeted and confirmed the above Statement. Here is his tweet
